1. Introduce with some relevant background, a problem of interest (patient safety,
cost, health outcome, etc.), which can be improved through a technology solution.
2. Write two “statements”:
 Problem statement (Note: this is likely more than a “statement” as you will
need some background, etc.); and,
 The problem worded as a research question (study question).

For example:
 Problem: Patient throughput (time from ED admission order to placement in
appropriate bed) is higher than national benchmark expectations.
 Question: Would implementation of a process change (name it) improve patient
throughput?
