To order the Puerto Rico Senate Health Commission to conduct an investigation into the events and administrative processes that caused the Neurosurgery Program of the Medical Sciences Campus to lose the accreditation granted by the Accrediting Council for Graduate Medical Education.
STATEMENT OF MOTIVES On April 13, 2021, the country was dismayed by the unfortunate news that the residency program in Neurosurgery of the Medical Sciences Campus of the University of Puerto Rico had lost its accreditation, granted by the Accrediting Council of Graduated Medical Education ( ACGME), putting the future of training medical specialists in this field at risk. Although this news surprised the whole country, it was not a surprise to the members of the faculty who work there. According to information available on the ACGME website, the accreditation of the Neurosurgery program was on probation since the 2018-2019 academic year. Since then, the Medical Sciences Campus of the University of Puerto Rico and the University of Puerto Rico, had been warned about deficiencies that, if not corrected, would result in the discrediting of the program. In particular, the accrediting body had warned that budget deficiencies could prevent the university from acquiring critical equipment for its work, as well as could cause a shortage of support personnel. The Neurosurgery Program, unique in the entire Caribbean, has been part of the essential services of the Puerto Rico Medical Center and the University Hospital. Since 1970, the surgical treatments and procedures carried out there have allowed the training of countless competent neurosurgeons, whose work is essential for other hospital centers and outpatient medicine. Therefore, the accreditation of the program is of immeasurable value to our country.
It is implausible; that, due to the lack of healthy administration, we lose this valuable and fundamental piece for the country in the medical field. As of June 2022, the Neurosurgery Program formally loses its accreditation. This has already triggered an exodus of doctors to the United States, adding to the many doctors who have left the country in search of a better quality of life. If before this was a problem, now it is a more complicated one. On the other hand, this sequence of events culminated in the sudden and unexpected resignation of the Rector of the Medical Sciences Campus of the University of Puerto Rico and with the news that they will not appeal the determination of the ACGME on the discrediting of the Neurosurgery Program of the Campus of Medical Sciences. However, it is therefore necessary that both the Fiscal Oversight Board, the University of Puerto Rico and the Central Government join forces and diligently find a solution that will lead to the correction of the failures in the Neurosurgery Program and ensure that this Serious setback with accreditation does not occur in other academic programs of the Medical Sciences Campus that are so essential for the country. It has already been announced that the Radiology Program is also in danger of losing its accreditation.
It is not the first time that this Legislative Assembly has before its consideration this dilemma that so urgently needs to be addressed. In the past four-year period, through Senate Joint Resolution 431, it was requested to declare a state of emergency, through Executive Order, for the Neurosurgery Service of the Medical Sciences Campus of the University of Puerto Rico and the Neurosurgery area of the Administration of Medical Services (ASEM), areas that are in imminent danger of being inoperative due to fiscal insolvency; and for other related purposes. This measure was presented and finally obtained a negative report on June 8, 2020. Among the arguments outlined through the presentations presented, the Puerto Rico Medical Services Administration (ASEM) indicated that some eight point seven (8.7) million dollars had already been released to the Department of Health, which, in turn, were assigned to ASEM, precisely to attend to the purchase of neurosurgery equipment.
Undoubtedly, the loss of accreditation of this program so essential for the country must be addressed and investigated with haste. The entire Puerto Rican citizenship should be questioning and to which we owe an immediate response is: What happened to the funds allocated to the request of the Neurosurgery Program; declaring a state of emergency as a result of the findings found by the ACGME, granting them a probation of one (1) year to satisfy the accreditation standards imposed by the Council. For all the foregoing, it is the obligation of this Legislature to carry out an exhaustive investigation and provide an immediate response, on the destination of the funds that were assigned to the Neurosurgery Program and that said incongruity caused the discrediting and consequently; the forced emigration of residents of the only Neurosurgery Program in the Caribbean. As part of the countrys recovery, Puerto Rico must have resources and talents of the highest excellence to save lives.
